Cant place Improved sails

Can place normal sails but not the improved ones. The improved sails that are already placed are from the previous patch. If i remove them i cant place them again. now i cannot fly without 3x the amount of sails.
-Tried restarting world, game, and PC (no effect)
- tried replacing the base hull (no effect)
- removed one improved sail and cant place it again
- tried having all materials on player including the haulable (no effect)
