When cloth hull sections are destroyed they are not repairable like wooden pieces.

Generally, when a ship part gets destroyed it goes "ghost" mode, and you can hover/interact to repair it with carried materials. Cloth hull pieces do not do this, they must be destroyed/removed and fully rebuilt.

I have experienced this also and resorted to removing and recreating the part. The first time it happened I was able to repair it in the dry dock, just not in the field.
